Funding Bill Awaits Governor’s Signature

As reported Friday, the Texas House agreed to the Senate’s amendments to HB 2, the school funding bill, sending the bill to Gov. Greg Abbott. The Legislative Budget Board runs are as follows:

Status of Key Bills that Went to Conference Committee

HB 4 – Accountability and Assessment – DID NOT PASS

After the House refused to concur with Senate amendments to HB 4, the bill that would have made big changes to the public school assessment/accountability system including replacing the STAAR, went to conference committee but did not make it out. Legislators were unable to agree on the bill’s provisions.

HB 6 – Student Discipline – PASSED

This bill makes several changes to student discipline, including increasing the allowable days of in school suspension to 10; removing mandatory placements in DAEP for vape possession; and providing funding for virtual DAEP placements. It has been sent to the governor.

SB 4 – Homestead Exemption Increase – PASSED

This bill increases the school district residence homestead tax exemption from $100,000 to $140,000 of the appraised value of a residence homestead. School districts impacted by property tax reductions authorized by the bill will be eligible for additional state aid as outlined in the bill. It has been sent to the governor.

HB 3372 – Prohibiting School Administrators from Providing Personal Services – PASSED

This bill prohibits a school administrator from performing personal services or receiving any financial benefit for the performance of personal services for: any business entity that conducted or solicited business with the school district that employed the administrator; an education business that provided services regarding the curriculum or administration of any school district; or another school district, charter school, or regional ESC. It has been sent to the governor.

SB 12 – Parental Rights/DEI – PASSED

This bill establishes and amends Education Code provisions regarding parental rights, school district grievance policies, and the prohibition of diversity, equity, and inclusion duties, among other provisions. The conference committee report has been enrolled. It must be signed in the Senate and House before being sent to the governor.

SB 13 – Library Materials – PASSED

This bill establishes and amends Education Code provisions regarding the acquisition of school library materials, processes for challenging materials, school library standards, and parental access to information related to school libraries. The conference committee report has been enrolled. It must be signed in the Senate and House before being sent to the governor.

SB 260 – School Safety Allotment – PASSED

This bill changes the amount of the school safety allotment to which a public school district is entitled. The conference committee report has been signed in the Senate and House; it will be sent to the governor.

SB 568 – Special Education Funding – PASSED

This bill revises and set out provisions relating to special education in public schools, including funding for special education under the foundation school program. The conference committee report has been enrolled. It must be signed in the Senate and House before being sent to the governor.
