The House Pensions, Investments & Financial Services Committee will hold a hearing at 8 a.m., Monday, May 5, 2025, to hear testimony on several bills, including:

HB 2889 Isaac – The bill mandates that any political entity that utilizes public funds to disseminate information about a bond measure must also allocate an equivalent sum to any person opposing the bond. The bill also stipulates that any funds received by opponents under this section remain categorized as public money and must adhere to the regulations specified in Sections 255.003(a), (b), and (b-1) of the Election Code, positioning opponents’ rights and responsibilities akin to those of political subdivision employees or officers.

HB 3254 Leo Wilson – The bill modifies the eligibility criteria for members of the State Board of Education (SBOE) regarding their participation in the state’s health benefit plans, allowing individuals serving on the board to apply for participation under specific conditions. They would have to arrange for their contributions without relying on state assistance for premium payments. It would ensure that SBOE members could access the benefits offered under the state employees group benefits program, provided they do not qualify under existing eligibility rules outlined in Section 1551.109. This new eligibility would not entitle them to any contributions from the state toward their health benefit premiums.
