The Senate Committee on Education K-16 will meet at 10 a.m., or upon adjournment of the Senate on Thursday, May 1, to hear invited and public testimony on several bills relating to higher education as well as the following bills:
SB 203 Menendez – This bill would regulate the disclosure of public school students’ numerical class rankings, restricting such disclosures until the 11th grade unless a specific need is demonstrated. It would allow for the disclosure of grade point averages and percentile ranks at any time.
SB 1414 Zaffirini – The bill mandates that TEA establish a seal to recognize high school graduates who have attained a high level of proficiency in comprehending, speaking, reading, and writing in both English and a language other than English. The agency, in consultation with stakeholders, would be required to: determine minimum requirements for earning the seal; prepare and deliver to each school district an insignia that could be affixed or stamped on the diploma of eligible students; and adopt a designation to be included on eligible students’ transcripts. School districts would be required to maintain appropriate records to identify students who have earned the seal, affix the seal’s insignia to eligible students’ diplomas, and include in the students’ transcripts that the students earned the seal.
